Free: GET /calendar/jurisdictions, /calendar/coverage
Metered: /calendar/office, /due, /rules, POST /calendar/lookup

When filing_due_computable=false, use filing_due_notes (quarterly / semi-annual / stamp-before-delivery). Pass policy_bind for TX later-of-effective-or-issue.
